Chief executive officer of the county and nonvoting, ex-officio member of the legislative body as well as a nonvoting, ex-officio member of each legislative body committee, except as provided by law or legislative body. Serves as the chief financial officer and interacts with other county officials in almost every area of local administration.
Keeps the official record of the Lincoln County legislative body. Collects certain local and state taxes, including the local wheel tax, business taxes, vehicle registration fees, wholesale beer tax, and local hotel-motel taxes. The county clerk also issues marriage licenses.
Serves three primary functions: (1) collect all county property taxes; (2) keep a fair regular account of all money received; and (3) investing temporarily idle county funds. In addition, disburse sales tax revenues and collects other state and local taxes.
Records deeds, powers of attorney, mortgages, liens contracts, plats, leases, judgments, wills, court orders, military discharges, papers under the Uniform Commercial Code, and other types of instruments. Responsible for collecting “transfer” and “mortgage” taxes. Provides public notice of property ownership, liens, contracts, and other transactions.

Serves two basic functions: (1) appraisal and assessment. The assessor appraises the value of property and assesses the value. The assessed amount is taxed according to the rate established by the county legislative body. (2) Assessors are also required to maintain the property maps of the county.
Prepares Lincoln County’s annual budget. The Finance Department in addition handles all of Lincoln County payroll, acts as the purchasing agent for the county, and maintains effective bookkeeping and accounting systems to ensure that Lincoln County finance records are correct, consistent, and up to date.

Serves as Chancery and Probate Court Clerk. Civil cases handled in the office include divorces, adoptions, debt/contracts, real estate matters, estates, guardianships, and conservatorships. Attends and performs clerical functions of both courts. Maintains and preserves all records.

The Planning & Zoning Department facilitates the Lincoln County Zoning and Subdivision Regulations and is responsible for Current Planning, Future Planning, Zoning Compliance and related administrative duties.
